As early as 1825, the US turned attention to those who would come to be called Juvenile Delinquents. Prior to that, the only solutions were returning them to their parents (however unsuitable) or lodging them in the Poor House. Later they were separated successively into Refuge Houses, then Detention Houses, then Reform Schools. How have early treatments, public attitudes and success rates changed during that 200-year period?
